Looks like we've at least got some video waiting for us all. And don't worry, we'll get to work on this soon enough.

Asia markets lower on slumping US, EU confidence

BANGKOK (AP) ? Asian-Pacific shares were mostly lower in early trading Wednesday, with market sentiment dampened by a slump in U.S. consumer confidence and a downturn in economic sentiment in Europe.

After four days of gains, Japan's benchmark Nikkei 225 index lost 0.4 percent at 8,911.35. Australia's S&P ASX 200 index lost 0.2 percent to 4,259.80. South Korea's Kospi index was flat at 1,843.90.

Sentiment in Japan was further dampened after Japan's industrial production, while rising for the fourth straight month in July, fell short of forecasts.

The Ministry of Economy, Trade and Industry said Wednesday that industrial production edged up 0.6 percent from the previous month. The ministry had projected a 2.2 percent rise.

Sectors that fueled the improvement included transport equipment and general machinery. Komatsu Ltd., a world leader in equipment making, rose 0.4 percent. Hitachi Construction Machinery Co. was 0.1 percent higher.

In Europe on Tuesday, stocks were hurt by a report showing economic sentiment in the eurozone was souring due to uncertainties about the future of the global economic recovery and the region's festering debt crisis.

The European Union's economic sentiment index fell by a greater-than-expected 4.7 points to 98.3 ? the sixth consecutive decline, bringing the indicator below its long-term average of 100.

Wall Street, though, traded higher despite a survey showing a slump in consumer confidence in the U.S., as investors took the opportunity to buy into what they considered cheap stocks.

The Dow Jones industrial average rose 0.2 percent to close at 11,559.95. The Standard & Poor's 500 rose 0.2 percent to 1,212.92. The Nasdaq composite index rose 0.6 percent to 2,576.11.

The euro dropped to $1.4426 from $1.4447 late Tuesday in New York. The dollar was lower against Japan's currency, at 76.62 yen from 76.72 yen.

Dalian-based Employers to Face Higher Social Insurance Costs ...

Aug. 29 ? On August 25, the northeast Chinese city of Dalian released a new policy set to come into effect from September 1, 2011, stating that the calculation for the employer contribution of social insurance costs on behalf of their employees will change. The effect of this change is going to have a considerable negative effect on some companies based in the city. The changes can be summarized in two portions:

1. The base on which monthly contributions are calculated will be changed. Previously (as is the case in most cities across China), the average monthly salary of the employee during the previous year would be used as the social insurance contribution base for both the employer and the employee. This amount would be multiplied by 31.4 percent (the total social insurance contribution percentage in central Dalian) to derive the amount of contribution required from both employer and employee. However, starting from September 1, the employer portion of the social insurance payment will be based on the total previous month?s salary received by the employee. On the assumption that most employees would have received increases in salary over the previous year, this is going to effectively increase the required contributions of the employer. The calculation for the contribution made by the employee will not change.
2. The ceiling for the base figure, which until now (as is the case in most cities across the country) has been 300 percent of the average social salary in Dalian (RMB11,154), has been scrapped. Therefore, the previous maximum contribution that an employer would be required to make for an employee (RMB3,502.36) is no longer applicable. Companies that pay their senior staff more than this amount will be obligated to pay social insurance premiums at a rate of 31.4 percent of their total gross salary (based on their income from the previous month).

At the moment, we understand that the new regulation is only applicable to the four districts of central Dalian. So far we have not heard that the Dalian Development Zone will implement this policy.

The overall effect on companies in Dalian will depend on how much salary increase they provided to their staff over the past year, and how many ?high-earners? (employees earning over RMB11,154 per month) they have.

The negative effect will be compounded for a lot of companies in the Dalian High-Tech Zone. Until July, many of these companies were enjoying a local policy under which the social insurance contribution made by the employer on behalf of all employees was capped at the average social salary in Dalian (RMB3,718). Therefore, their total expenditure for social insurance on behalf of each of their employees was only RMB1,167. This policy was suddenly terminated in July, and the total cost burdened by such employers rose considerably, especially for those BPO and ITO companies employing a lot of skilled, multi-lingual employees. The implementation of this new calculation for social insurance will be an even bigger blow to such companies, for which labor is their single largest expenditure. As BPO companies, they already have contracts in place with their clients and cannot easily change the terms of such contracts. We can assume that a lot of BPOs will find their profit margins severely curtailed.

The signs are also ominous for companies employing foreigners (as many of the above BPO/ITO operations do). According to the new Social Insurance Law, it is anticipated that foreigners will also need to participate in the Chinese social insurance system in the near future. It has previously been assumed that the additional cost to employers would at least be limited by the cap on contribution base of 300 percent of local average salary, meaning a maximum monthly burden to the employer of RMB3,502.36. However, this Dalian regulation implies that companies would have to make contributions on behalf of foreigners based on their entire salary.

Let?s take the example of a foreign employee earning RMB50,000 per month, it can be seen that for such an employee the monthly social insurance contribution required to be paid by the company under the current regulation would go from zero (currently) to RMB15,700 per month. Stated simply, the cost of employing every single foreigner would increase by 31.4 percent of the foreign employee?s salary.

It is assumed that the reason for this policy change is related to the new Social Insurance Law. If this policy is indicative of a trend that will be rolled out across the whole of the country, it will undoubtedly be a negative development for all companies doing business in China. If it is restricted to Dalian, then it is bad news only for corporations based in Dalian, and particularly those employing a large number of skilled employees. As far as we are aware, of the major cities in China, only Hangzhou currently has a similar regulation in place.

Dalian has suffered a number of setbacks recently, including the explosion last year of oil storage containers leading to an oil leak into the sea and the near-leak of poisonous chemicals from a chemical plant a few weeks back. A further petrochemical explosion has been reported today (August 29). The latest news will come as yet another unpleasant surprise for companies based in the city.

The most important thing is not to give up. Try to repeat words and sentences over and over again, record your voice and listen to it. This is the key to success, hard working and good planing. With Qaddafi no longer in control after a six-month civil war, Libyans can finally begin to create an identity based on the ideals of democratic citizenship.

That?s the country-count for successful revolutions in Arab countries since January.

Libya has been the most hard-fought ? a civil war, not civilian-led protests. But after six months of fighting and an aerial assist from NATO, Muammar Qaddafi?s effective rule over Libya ?has come to an end,? as President Obama said Monday.

Now for the most difficult part.

As the pro-democracy rebels led by the National Transitional Council (NTC) expand their control over the capital, Tripoli, they will need to forge a new Libyan identity ? one not based on the empty nationalism of Pan-Arabism, common geography, shared history, or even Islam.

No, to avoid this North African nation splintering along tribal lines or to prevent another dictator, Libyans must reimagine themselves as citizens.

That means realizing they can share common values embedded in a constitution that creates stable institutions based on inclusive elections, free media, impartial justice, and civilian rule over a unified military.

Libyans are off to a good start. The NTC has already issued an interim constitution, announced policies of national reconciliation, and set up plans to prevent revenge violence.

The country has other advantages, such as oil wealth, a small population (6.5 million), and billions of dollars in locked-up funds sent abroad by the Qaddafi regime ? not to mention the tourist draws of Mediterranean beaches. At least 10 to 15 percent of the Libyans who fled the country during Mr. Qaddafi?s 42-year rule can bring back democratic experience and investment. And the United States, Europe, and key Arab states like Qatar are also willing to help stabilize Libya.

The five months of fighting have given Libyans time to awaken to the possibility of democracy in their country. Through Arab satellite TV and the Internet, they were able to see their two Arab neighbors, Tunisia and Egypt, begin to democratize.

Libya?s 20th-century history is littered with attempts to both unite its many tribes and to find a collective identity. From being part of the Ottoman Empire to being under Italian colonial rule to years living with an awkward monarchy and finally to Qaddafi?s divide-and-rule authoritarianism, Libyans have been heirs to that century?s worst types of rule.

Now they can create a clean slate, one based on the aspirations of their youth and informed by recent democratic revolutions around the world. Most Libyans now share the same hopes, which allows them to shape a new reality for all.

As they develop a democracy, they will need to devise constitutional ways to accommodate the interests of minorities. In Libya?s case, that means balancing the interests of tribal groups, without giving them veto power. That is part of what democratic citizenship is all about. One?s identity is based on such high ideals as finding one?s own good in another?s.

The unity and stamina of the rebels in their long fight to overthrow a dictator will do them well in the greater battle to find that Libyan identity, based on the universal values that bind all democratic communities.

The first place to look is the runner assemblies on either side where the enclosure is located. These are the metal tracks running along both sides of the structure and are where the doors travel up and down. The runner assemblies are very sensitive and if bent in any way they can cause problems.

After checking the runners, move onto the wheels attached to the frame. A detailed inspection to see if they are loose, wobbly or just plain falling apart is one thing to check for. The other is to check their mounts to make sure they fit tight against the doors inner panel.

For buildings that use an electric device to open and close the enclosure, a quick check to see if the cable system is working correctly is in order. If the cable or chain is taught with no slack then the system is fine. Another thing to check is the cables that are attached to the spring systems on either side of the opening.

On older doors, two bars are often used and they each contain a spring that holds the enclosure open. They will resemble windshield wipers, if for some reason the spring is bad, they will need to be replaced. While checking the opening devices, also take a moment and check the tension springs on each side of an enclosure opening to make sure they are working correctly.

When people hear the word commitment, they often think about relationships. Commitment is indeed an important part of lasting relationships, but it also is found in countless aspects of life.

The definition of commitment is, The trait of sincere and loyal focus of purpose. When you?re committing yourself, you are deciding to focus on a specific promise or plan of action. You can be committed to almost anything-committed to gaining wealth, to losing weight, to being a good person. however, many people are afraid of commitment. Why?

One, it requires you to make a decision. Making decisions can be frightening. what if I?m wrong? what if it?s too hard? Two, it requires you to be accountable. what if I fail? what if I disappoint people or embarrass myself?

Let?s take a look at an example: being healthy. this might include eating well, exercising, and relieving stress. Most people would like to make this commitment, I imagine, but many don?t follow through. Why not?

It?s because they?re not truly committed. being truly committed means you?re willing to do what it takes, even though it?s difficult, even though you may fail occasionally, and even though you may be sacrificing something in the present for a goal far off in the future. And that?s hard. But successful people are committed, even though it?s hard. They?re willing to do what it takes. are you?

Here are some steps you can take to learn how to commit.

One, make sure your commitment is congruent to what?s really important in your life. ask yourself why you are committing yourself to this goal. if you are committing yourself to being healthy, why? Is it because you want to look good at a high school reunion, or is it because you want to live a happy and long, healthy life for your family? make sure you fully understand your motivation, and that it?s more than a passing whim.

Two, start small. When you start with smaller goals, you are more apt to find success early on, and with success comes more confidence and more skills to manage obstacles than may arise. instead of a commitment to be healthy, which is fairly large in scope, try committing to drinking six to eight glasses of water a day, or exercising three days a week.

Three, enlist the help of people close to you. this part can be a little scary to some people. once you let people in on your plan, you make yourself vulnerable to comments and judgment, and you have an audience when you slip up. however, the support is critical, and the accountability is crucial to your success. You?re more apt to stick to your exercise schedule when you?re not the only one who knows you?re on an exercise schedule. choose to share your commitment with those who are the most supportive and positive-the ones who will encourage you and praise you when you find successes, and the ones who will be there for you when you fall.

And finally, if you fall off the horse, get back on-immediately Assuming you are human, it is likely you are not perfect. You might have a day of ice cream and French fries. Fess up, and eat right the next day, and the day after that. Don?t dwell on the mistake, dwell on what you do to correct it. Remember that successful people fail, just like everyone else. what makes them successful is their ability to get back on track and stay focused on their commitment. You do not fail when you fall off the horse-you are a failure only if you do not get back on.

Start thinking about the commitments you want to make in your life, and remember: choose things that are truly important to you. if you don?t have the right motive, you?re more likely to not follow through. start small. choose something achievable so you can build your confidence. Let the people you care about know about your commitment so that you can be accountable to more than just yourself. And when you slip up, don?t quit. Refocus on your commitment and get moving

Interestingly, this percentage ranked second highest among all survey questions, with only ?vacation travel? showing a higher figure (25%).

With cash reserves at a premium, many home owners have simply decided to wait on making improvements, and understandably so. Faced with record unemployment, higher costs of living, rising taxes and a dim view of any short term changes for the better, who could blame them?

Worse yet, home improvements have historically yielded very low returns when compared to their actual cost. In fact, Remodeling Magazine?s 2009-10 ?cost vs. value? report reveals that home owners, on average, recoup less than of 65% of the money they invest in their home improvement projects.

But before you conclude that your home improvement plans should be scraped, let?s take a step back.

There are very few home owners who wouldn?t admit to needing some measure of improvement to their home. Whether it?s as simple as repairing the leaky faucet gasket that drives you crazy with its relentless dripping, or an unreliable front porch light fixture that leaves you fumbling around in the dark when you return home from a long day at work. Every house has its deficiencies.

But with a recession in full bloom, and statistics showing little to no hope of ever getting your money back, why would anyone bother with a home improvement project?

Though at first it may seem like a lost cause or verging on lunacy, there are simple solutions that many consumers are using to solve this problem.

First, let?s address the big one. The statistics from Remodeling Magazine and other similar resources, assume that a building contractor is being paid to perform all the labor and to supply all the materials. And if you assume, on average, approximately 50% of the total costs of most home improvement projects will be attributable to labor and fees, you can literally transform the investment returns by performing the majority of the work yourself. What was once a 35% loss becomes a 30% gain by simply providing your own labor force. Not a bad return in any economy.

Second, although the IRS does not allow deductions for most voluntary home improvements, they do allow you to add the costs of your improvements to the cost basis of your home. And for tax purposes, this will help minimize any tax burden you might face when you sell your home. I don?t claim to be a tax expert, but you can easily verify your cost basis and tax deduction options by talking with you?re tax accountant.

So how do you perform the work yourself? If you think tackling your home improvement project is beyond your ability, you?re in for a surprise. It?s not!

Like many things, the more you do something the more proficient you become, but construction is not terribly complex. It doesn?t require years of schooling and technical expertise to comprehend. It?s not brain surgery. It?s arguably more art than science. In fact, if you can draw a straight line, read a measuring tape and you don?t mind getting a little dirty you?re a perfect candidate for tacking your own home improvements.

Minimizing the more difficult projects like relocating load bearing walls, or changing roof lines, can make the project much easier and less costly. And you may need a licensed electrician, plumber or other skilled craftsman along the way, but if you use them sparingly and only when absolutely required, you?ll save a tremendous amount of money.

There are plenty of free resources you can use to estimate material costs, determine the right tools to use, and establish the right strategy for actually getting the work done efficiently.

So start with online resources. There are thousands of them. You?ll find estimating tools, materials suppliers and hundreds of ?how to? manuals. Even the ?Dummies Store? can be a great resource. And don?t hesitate to talk with the professionals at your favorite material supply store when you need advice. Asking for assistance and opinions from someone you trust (a neighbor or relative) can also be extremely helpful. Most of the expertise you need is at your fingertips, and it won?t cost you a penny.

Don?t forget to check with your lender, your city officials (construction permitting) and any governing HOA for the requirements they may have related to your planned improvements.

And if you don?t have the tools you need to complete a specific part of the project, remember tools can be rented. And you can find them in most pawn shops for pennies on the dollar. Don?t assume you have to buy ?new? tools.

The benefits of this straightforward strategy are multi-faceted. Not only can you enjoy the convenience of your improvements, but you can enjoy a tremendous return on investment at the time of re-financing or sale.

And in light of the economy, it?s not a bad way to get the family, friends and neighbors involved in something productive, something everyone can contribute to and something everyone can enjoy for years to come.

Children With Food Allergies Often Face Skepticism (HealthDay)

FRIDAY, Aug. 19 (HealthDay News) -- When Bela Mehta's toddler son was diagnosed with a severe peanut allergy, she carefully explained to her parents and in-laws that ingesting even the tiniest amount of peanut could cause a life-threatening reaction.

Yet when the grandparents came over to babysit, Mehta would come home to find that they'd brought over desserts that contained peanuts, or that they were continuing to make dishes containing peanuts using her blender.

"I said, 'If it was labeled poison, or cyanide, would you still bring it here?" said Mehta, a mother of two who lives in Chicago. "That's how dangerous it is to him."

Despite having a close-knit, involved and loving family, Mehta has struggled to make sure relatives understand just how seriously they need to take her son's food allergy. Her experiences are far from uncommon, according to a new study.

British researchers found that families with children who have nut allergies often feel like others suspect they're just being neurotic, while some children described being taunted or feeling excluded during social events. In the study, published online Aug. 16 in the journal Chronic Illness, researchers interviewed 26 families dealing with nut allergies, including parents, children and teens.

"What they described is really a very difficult set of experiences," said senior study author Mary Dixon-Woods, a professor of medical sociology at University of Leicester. "In virtually all cases, the child has had a very extreme reaction to nuts. Parents described it as being very frightening. It often involved a dash to the emergency room to get treatment. They didn't know what was going wrong, and the child often had symptoms like swelling and difficulty breathing."

Nearly 6 million U.S. children -- or about one in 12 kids -- are allergic to at least one food, with peanuts, milk and shellfish topping the list of most common allergens, according to research published in Pediatrics in July.

Among kids with food allergies, 25 percent were allergic to peanuts and 13 percent were allergic to tree nuts.

Peanuts can cause a severe, potentially life-threatening reaction known as anaphylaxis -- wheezing and trouble breathing, vomiting, swelling, persistent coughing that would indicate airway swelling, and a dangerous drop in blood pressure.

Though researchers are studying immunotherapy -- including desensitizing children to an allergen by gradually giving them increasing amounts of it -- that's mainly limited to clinical trials and not all children are candidates.

For now, the primary treatment for peanut allergies is avoidance. Parents are told to have EpiPens, which contain epinephrine (adrenalin), on hand at all times.

To protect their kids, many parents read labels and are vigilant about keeping peanuts out of their home. But creating a "safe environment" is more difficult outside of the home -- in schools, restaurants, on airplanes, or when their children are in the care of others.

Some parents described incidents in which family and friends had deliberately given their child nuts to test if the allergy was real.

There should be no question about that, said Dr. Ruchi Gupta, an associate professor of pediatrics at Feinberg School of Medicine at Northwestern University in Chicago who studies food allergies.

"Peanut allergies are very life-threatening," Ruchi said. "Kids with a peanut allergy can have shortness of breath. Their throat closes. Their blood pressure drops and if not treated immediately, it can lead to death."

Some families cope by never going to restaurants, cooking all food from scratch and avoiding parties and other events where nuts could be served, according to the research. Families also reported feeling stigmatized and socially excluded, while children reported teasing. Other kids would say, 'I've got nuts and I'm gonna come touch you'," according to the study.

But not all parents said they faced such social difficulties. Julie Gillie, whose 16-year-old son has a peanut allergy, has often asked people to not serve peanuts or to put away peanuts at social gatherings.

"I don't think I've had an experience with people not understanding. If they've got peanuts out, I'll say, 'I'm not being rude, but my son is allergic to peanuts, and I've never had a problem with it," said Gillie, who lives outside London. "Obviously, people don't want anyone to do poorly."

After her son was diagnosed, even Mehta's husband, a cardiologist, struggled to accept that her son really couldn't eat so many of the foods that were a staple of their Indian diet, she said.

Mehta's son was eventually also diagnosed with allergies to tree nuts, all grains --including wheat, barley and millet -- sesame, several fruits, lentils, beans and soy. For lifelong vegetarians, the food restrictions have been difficult, Mehta said.

Eventually, she brought her husband, parents and in-laws to an allergist's appointment and let the physician explain just how serious the food allergies were.

"I know the grandparents love our kids, there is no question about it," Mehta said. "I've found that the more involved they are in the allergy discussion, the more on the same wavelength we are."
