The company itself says it has no need to raise funding, with the majority of its last $20 million round still in the bank. Jolie fame to highlight humanitarian crises: UNHCR

GENEVA (Reuters) - Film star Angelina Jolie will use her powerful box office fame to draw wider attention to some of the world's worst humanitarian disasters, the U.N. refugee agency said on Tuesday.

Jolie, who has already served more than 10 years as goodwill ambassador for the U.N. High Commissioner for Refugees (UNHCR), is taking on a new role as special envoy for large-scale crises that cause huge numbers of civilians to flee their homelands.

She is expected to deal with complex emergencies and protracted crises including Afghanistan and Somalia that have driven millions of refugees into neighboring countries where they remain for years due to the lack of a political solution.

"UNHCR is pleased to announce today that Angelina Jolie will take on a new and expanded role for the U.N. refugee agency as Special Envoy of High Commissioner Antonio Guterres," UNHCR spokesman Adrian Edwards told a news briefing in Geneva.

The Oscar-winning Jolie was due to be named Special Representative on the Afghan refugee crisis last October, but there was no final agreement.

"In her new role, she is expected to focus on large-scale crises resulting in the mass displacement of people, to undertake advocacy and represent UNHCR and Mr. Guterres at the diplomatic level," Edwards said.

This can include "conveying messages to governments" and emphasizing the need to adhere to human rights law, he added.

The "Tomb Raider" star has already made 40 field visits to remote hotspots in more than 20 countries, including Afghanistan, Bosnia, Haiti, Iraq and Sudan. She has donated at least $5 million which has helped build schools in Kenya and Afghanistan, the UNHCR said.

"Quite honestly, I don't think you need a rocket scientist to see the benefits that she is bringing in terms of the attention that she's getting for the plight of the world's displaced," he said.

She will be making a fresh field visit in coming days but he declined to identify the region or country for security reasons.

"This is an exceptional position reflecting an exceptional role she has performed for us," he said.

A year ago Jolie went to Tunisia's border with Libya to meet African migrants and others fleeing war. In June she accompanied Guterres to the Italian island of Lampedusa to support migrants who crossed the Mediterranean to escape from Libya.

"My personal experiences with UNHCR have been moving, sometimes heartbreaking, but always rewarding and unforgettable," Jolie told UNHCR's Executive Committee in October

Her interest in humanitarian affairs piqued in 2000 when she went to Cambodia to film the adventure movie Tomb Raider.

She first approached the U.N. Children's Fund (UNICEF)seeking an ambassadorial role helping women and children, but it found her "too edgy" at the time, UNICEF sources told Reuters.

Jolie, 36, and Brad Pitt, 48, one of the world's best known couples, are engaged to marry, ending a seven-year celebrity media dance over whether they will ever say "I do".

A spokesman for Pitt confirmed last Friday that the pair had agreed to wed after Jolie was photographed in Los Angeles wearing a large diamond ring, designed by Pitt. She has been married twice previously.

The couple, dubbed Brangelina by celebrity media, are raising six children together, three of whom are adopted, from Cambodia, Ethiopia and Vietnam.

H. Floris Cohen in his recent book ?How Modern Science Came into the World: Four Civilizations, One 17th-Century Breakthrough?, according to a blurb, has solved ?one of the most pressing problems in world history? and answered an ?enduring historical mystery?.[1]

First, what is this mysterious problem about?

The Needham Question

Science, as the process of gaining knowledge about nature, had no certain date and place of birth. For millennia it was fused with technology, and the two words could be fused into ?technowledge?.

However as far as physics is concerned there is consensus that something very important happened in the 17th century that deserves to be called the birth of modern physics. Sure, Archimedes (III BC) was a physicist and was such a good one that Galileo called him ?the most divine Archimedes?. But it was Galileo who had invented something profoundly new to prompt Einstein to title him ?the father of modern physics?.[2]

A simple way to see the turning point in the history of physics is to compare the pace of its development. The most important Galileo?s predecessors ? Aristotle and Archimedes ? lived two thousand years earlier, while Galileo was the most important predecessor to his students and to Newton who was born in the year of Galileo?s death. Very important for Galileo was also an astro-physical challenge from Copernicus, the acknowledged initiator of ?the Scientific Revolution?.

But what did Galileo invent that was so entirely new? It was hardly his insights into specific phenomena like inertia and free fall. Insightful geniuses are born rarely but uniformly all over the globe. An Islamic scientist Alhazen (aka Ibn al-Haytham, 965-1040) had an insight into inertia six centuries before Galileo, and a Chinese philosopher Mozi (aka Mo Tzu, 470-391 BC) ? twenty centuries before. But those insights were not developed and remained hidden in old manuscripts until historians discovered them.

Joseph Needham (1900-95), a British scientist, historian and famous sinologist, raised the so-called Needham Question: ?Why did modern science, the mathematization of hypotheses about Nature, with all its implications for advanced technology, take its meteoric rise only in the West at the time of Galileo? ? why modern science had not developed in Chinese civilization (or Indian) but only in Europe?? This question was sharpened by his realization that ?between the first century B.C. and the fifteenth century A.D., Chinese civilization was much more efficient than occidental in applying human natural knowledge to practical human needs.?[3]

Most important is not why Europe was the first to launch the modern physics ? somebody has to be the first ? but why for so long nobody joined the modern physics beyond Europe. European culture borrowed important innovations from China, India, and Islamic world like paper, Hindu-Arabic numerals, and algebra. However the greatest Western innovation of the modern physics did not transfer South-East for centuries. So the Needham question is not just an exercise in what-if history, but it?s about favorable cultural infrastructure for science.

The problem of the Scientific Revolution attracted historians since 1930s with various factors and facets explored and emphasized.[4] The quest was started by Marxist scholars in the wake of two revolutions ? the social one in Russia and the quantum-relativistic one in physics. Marxists searched for laws of history ? including laws of revolution ? similar to laws of physics.

Boris Hessen?s paper ?The Social and Economic Roots of Newton?s Principia? (1931) initiated the so called externalist approach to science by the idea that the early modern physics arose from a social context to meet practical demands of capitalist economy.[5]

In the line of externalism, Robert Merton adopted Max Weber?s explanation of the flourishing capitalism by the role of Protestant ideology and argued that the latter was especially favorable to modern physics with its experimentalism as the key feature.

On the other hand, Alexandre Koyre, who coined the very term ?the Scientific Revolution?, claimed that it was brought about by ?mathematization of nature? rather than by the experimental method.

And, at last, Edgar Zilsel suggested that the modern physics emerged due to early capitalism that urged contacts between academically trained scholars and superior craftsmen.

The very diversity of explanations means the absence of a proper one. Needham in his posthumous publication confirmed that his question was still unanswered.[6] Indeed, the greatest achievement of the Scientific Revolution ? celestial mechanics ? had no practical value for the economy. For all the four originators ? Copernicus, Galileo, Kepler, and Newton ? both the empirical and mathematical tools were indispensable. Only two of the four were Protestants, and two were Catholics. And in China, without capitalism, there were fruitful contacts between scholars and superior craftsmen.

Now, eighty years and hundreds of books later, H. F. Cohen [1], in his eight-hundred-pages answer presented the Scientific Revolution as six revolutionary transformations, and explained the first and most important one as ?an inherent possibility? created by Greeks, that could well be realized by Islamic scientists in 11th century but was actually accomplished by Kepler and Galileo in the emergence of realist-mathematical science, thanks to eight favorable factors. Making a revolution in history of science, H. F. Cohen, in his own words, ?almost ludicrously downplayed? the role of Copernicus by regarding him as Ptolemy?s last heir rather than the first Scientific Revolutionary.

H. F. Cohen?s explanation doesn?t involve religion at all and so could hardly satisfy those who investigate religious dimensions of the Scientific Revolution and state that theological considerations were of vital importance, as Peter Harrison did in recent book ?The Fall of Man and the Foundations of Science?.[7]

Neither H. F. Cohen nor P. Harrison quoted Einstein?s words on Galileo as ?the father of modern physics?, apparently thinking that an opinion of a physicist of 20th century is irrelevant for the science of 17th century. Indeed ?presentism? (thinking about past in terms of modern concepts) is a common danger for historical considerations, but it is not so in the case when we are tracing the origin of MODERN physics.

So we should start with the meaning of the notion ?the modern physics?.

H. F. Cohen?s hybrid definition ?realist-mathematical? does not distinguish Galileo?s physics from Archimedes? one, which was both perfectly realist and perfectly mathematical, for the ancient Greek was both great engineer and mathematician.

Referring to Galileo?s science, H. F. Cohen more than once uses an expression ?recognizably modern? pronounced by a prominent historian S. Drake referring to Galileo?s science, without elucidating what specifically is recognizable. Here a view of a modern physicist is more relevant than a view of any historian. We can rely on the view of the most famous patent examiner and modern physicist, who recognized in Galileo ?the father of modern physics?.

Modern physics and fundamental physics

Here fundamentals of theory (Axioms A) are ?free inventions of the human spirit not logically derivable? [8] but arising from empiric Experience E by (ascending arrow of) intuition. And then specific exact statements S are deduced from A to be verified in the E (descending arrows).

Here is a great difference between Galileo?s physics and Archimedes? one, and the principal similarity of Galileo?s and Einstein?s. All the notions involved in Archimedes? physics are directly evident and evidently logical ? weight, density, geometrical form, while in Einstein?s physics the fundamentals do not have to be evident, ? their validations are results of the whole scientific enterprise. As Einstein emphasized, ?Concepts can never be derived logically from experience and be above criticism. ? Unless one sins against logic, one generally gets nowhere?.[9] Here Einstein means ?the logic of previous theory?, but when one is taking the first step, or the first liftoff of intuition, there is no other logic.

The very first inevident and illogical fundamental notion invented by Galileo was ?vacuum?, or rather ?movement in vacuum?, despite the greatest philosophical authority of those days Aristotle had proved ? in more than one way ? that there could not be such thing as nothing, aka void, emptiness, vacuum.

Einstein?s scheme can be formulated in the following double postulate:

1) There are fundamentals that physical laws could be deduced from; those fundamentals are not evident, they are as invisible as the foundation stones, or, in Latin, fundamentum;

2) The human spirit is able to probe into this fundamental level of the Universe to understand its working, and any human is free to contribute in the process of this probing and understanding.

In Einstein?s view, this human ability to comprehend the world is an ?eternal mystery? or ?miracle? even if this miracle is well established fact.

This double postulate defines fundamental science. It was such a fundamental worldview that was the real novelty of the Scientific Revolution starting with Copernicus who demonstrated how fruitful could be such an inevident and illogical notion as heliocentricity. Here is the greatest role of Copernicus as a ?role model? for Galileo and Kepler.

However Copernicus (as well as Kepler) could be named fundamental astro-mathematician, while Galileo was the first fundamental physicist (and astrophysicist), since he invented a specific way to probe into the inevident fundamental level of the Universe?s working ? by joint use of experiment and mathematical language. He demonstrated his way of making fundamental science in the notion ?movement in vacuum? that resulted in the law of inertia, the principle of relativity, and, most importantly, the law of free fall. Galileo never experienced vacuum by his senses, but having based on empirical observation, he employed his brave freedom to invent fundamentals in mathematical language, his responsibility to experimental verification, and came to a fundamental notion of an ?invisible? vacuum that happened to be so fruitful.

Fundamental physics is just a small part of the modern physics ? its forefront, the larger part being the old good ?Archimedean? physics, where to directly evident notions added are tested and accustomed fundamental ones. However it was the forefront fundamental physics that played the role of powerful engine to propel the rest of physics by providing it with new basic ?words? to describe physical reality.

Of course a prerequisite for doing good science is a personal curiosity. Fundamental science requires an extraordinary curiosity, because it is most profitless, with its only gain being new knowledge about the inner workings of the Universe. Galileo was the first fundamental physicist. But what, besides great curiosity and talents, helped Galileo as well as Copernicus, Kepler and Newton to become originators of the fundamental science? As Einstein reflected on making science, ?one cannot build a house or construct a bridge without using a scaffolding which is really not one of its basic parts?.[10] What scaffolding did employ the originators to construct the new science itself? This is the question for the next posting, tomorrow.

ARLINGTON, Texas (AP) - The Texas Rangers have unveiled a statue of the fan who died after falling over an outfield railing at a game last summer.

The life-size bronze statue depicts Shannon Stone and his young son wearing baseball caps. They are looking at each other as if they're talking.

Stone was a 39-year-old Brownwood Fire Department firefighter who fell in July while reaching for a ball. Stone had taken his 6-year-old son Cooper to the game in the hope of catching a ball.

Cooper helped Rangers President Nolan Ryan unveil the statue Thursday. Ryan said it represents the happy memories created by families at baseball games.

Sculptor Bruce Greene said it was important for him to depict the moment where fathers and sons are discussing the game afterward.

US stocks fall as Fed backs away from stimulus

NEW YORK (AP) -- Stock futures tumbled Wednesday after economic policymakers signaled that they may be less willing to fund more economic growth through bond purchases.

The Dow Jones industrial average futures fell 112 points to 13,020. The Standard & Poor's 500 index futures fell 12.1 points to 1,396.7. The Nasdaq composite futures slipped 21.25 points to 2,757.75.

The Institute for Supply Management will release its services index at 10 a.m. Eastern time and economists expect it to show that growth has cooled compared to February, which came in at the highest growth in a year.

But it was the minutes from the Federal Reserve late Tuesday that started a sell-off that began in the U.S., and extended overseas Wednesday.

Encouraged by job growth, policy makers seem more willing to allow the economy to walk forward on its own. The U.S. and governments overseas have worked actively to prop up economies damaged by the global downturn.

The apparent easing of that stimulus sent investors out of stocks and into Treasuries. The yield on the 10-year Treasury note is up 1.1 percent this week.

Japan's Nikkei 225 index plunged 2.3 percent to 9,819.99, its lowest close in nearly a month while South Korea's Kospi tumbled 1.5 percent. Markets in mainland China, Hong Kong and Taiwan were closed for public holidays.

In Europe, the FTSE 100 index of leading British shares was down 1 percent at 5,780 while Germany's DAX fell 1.7 percent to 6,863. The CAC-40 in France was 1.3 percent lower at 3,364.

The 36-year-old executive, who has run the Snapfish photo-sharing website and the Redbeacon home-maintenance site, said this week that he had landed $25 million in seed money for an audacious new venture: creating an elite global university online. From scratch.

The Internet already teems with online universities, both private and public, respected and questionable. But Nelson is betting the world could use a brand-new model. He is not alone; several other high-profile educational entrepreneurs have launched innovative ventures this year in hopes of harnessing the Internet to upend the ivory towers.

At a time of immense concern in the United States about the soaring cost of college -- and growing doubts about how much students actually learn on campus -- the ventures are attracting considerable interest from students, investors and education experts.

"The only way we're going to find out what works is to do it, rather than sit there opining," said David Wiley, an associate professor of instructional psychology and technology at Brigham Young University. "Bring it on."

Nelson wants to attract top students from around the world to his Minerva Project, a for-profit undergraduate college that will offer rigorous courses designed by academic superstars. But Minerva will also require students to teach themselves everything from Spanish to macroeconomics.

Nelson has not yet set tuition, but he plans to charge the first class, entering in the fall of 2014, significantly less than $20,000 a year for an education that he says will rival the Ivy League.

"We want to deliver the world's greatest education," he said.

Nelson, who has left his corporate jobs to focus on Minerva full time, has lined up some big names for his advisory board, starting with Larry Summers, the former president of Harvard University and former U.S. Treasury Secretary.

Benchmark Capital, which focuses on start-up online entrepreneurs, provided the $25 million -- the largest seed money investment in the venture capital firm's 17-year history. General partner Kevin Harvey called Minerva "a transformational idea."

Many long-standing online colleges mimic the structure, and sometimes approach the cost, of traditional universities. But some have high dropout and low graduation rates, and employers do not always value their degrees.

Online branches of state schools and other brick-and-mortar universities tend to have more credibility in the marketplace, but may offer only a few degree programs.

ONLINE APPROACHES

A few online schools have gained widespread praise for creating new models of higher education. Western Governors University, founded in the late 1990s, has grown rapidly to 30,000 students nationwide. It allows them to get credits without taking a full course if they prove, through exams, essays or other projects, that they have mastered the given topic.

Other high-profile ventures are still in the formative stages.

After attracting 160,000 students from 190 countries to an artificial intelligence class he gave online, computer scientist Sebastian Thrun left his tenured post at Stanford University earlier this year to set up Udacity, a for-profit school offering free college-level classes on topics such as cryptography and Web engineering.

Udacity received seed money from venture capital firm Charles River Ventures, but Thrun has not yet explained how he will make a profit. Still, the outsized success of his artificial intelligence class has raised the education world's expectations for his school.

Another approach comes from New Charter University, whose board of trustees includes a former president of the University of Maryland's online college and a current academic vice provost at the University of California.

New Charter offers several online business degree programs with a novel tuition structure. Students pay $199 a month for as many classes as they want to take. They can also audit classes for free, paying only when they are ready to take an exam and earn course credit.

TRIAL AND ERROR

Education experts caution that there is no proof that any of these online colleges will succeed academically.

"What the quality is like is yet to be seen," said Brigham Young associate professor Wiley. "There's a lot of theorizing about what would be effective, but there's been very little trial and error."

The experiments come at a time of deep unease about the traditional higher education model.

Community colleges, the usual entry point for low-income students, are so packed that some hold classes literally around the clock. The annual cost of tuition plus student fees at public universities has more than tripled in the last three decades, even after accounting for inflation.

The rise at private colleges has been nearly as steep, according to the College Board. Ivy League colleges typically top $50,000 a year for tuition, room and board.

At the same time, the value of the American college experience has come into question. In the book "Academically Adrift," two educators tracked more than 2,000 undergraduates at 24 colleges and found that nearly half had shown no significant improvement on tests of critical thinking, complex reasoning, and writing after their first two years on campus.

The National Survey of Student Engagement found that on average, college students reported studying only 15 hours a week. Just slightly more than half of all students who enter a four-year college will actually graduate within six years, federal data shows.

'WAKEUP CALL'

Given such figures, it is not surprising that entrepreneurs are trying to develop new models of higher learning at lower costs, said Jonathan Zimmerman, a professor of education and history at New York University.

"It's a wakeup call for the rest of us," he said. "I am curious. And skeptical."

Nearly a third of all college students report taking at least one course online, but Zimmerman said there had been little rigorous research on the efficacy of an all-online education. While such programs may offer some student services, he said, they cannot provide the support that most college campuses offer for people with learning disabilities, mental illnesses and other special needs.

There are also practical questions, such as how to prevent cheating when professors do not ever meet students face-to-face.

For all the challenges, Nelson is ebullient about the Minerva Project's potential.

He plans to recruit top students from around the world, many of whom are shut out of higher education either because of the cost or because the few universities in their country are over-crowded. "The majority of students won't be from the U.S.," he said.

Once enrolled, students will log in to watch weekly lectures recorded by big-name professors. But they will also join small-group discussions led by skilled teachers who will be able to pause the lectures to take questions or spark an online discussion by keyboard and video chat.

Nelson says Minerva will only offer upper-level courses. "If you don't take Econ 101 on your own," he said, "you're going to flunk our economic policy class."

To foster a sense of community, Nelson plans to open dorms around the world and encourage students to set up camp in a different country each semester: Sophomore year in Brazil and Japan, perhaps, and junior year in Jordan and France. He pegs room and board costs at about $10,000 a year, including travel.

So far, this is all just talk. Minerva has not announced any contracts with professors, sought accreditation for any degree program or even published a tentative course catalog. The rudimentary website, minervaproject.com, urges interested students to fill out an online form, but there is no formal application process.

But even with so much unsettled, the idea appeals to former Nebraska Governor Bob Kerrey, who is now running for his old U.S. Senate seat. Kerrey, the former president of The New School, a liberal arts university in New York, joined the Minerva Project's advisory board for a simple reason: The proposed university seemed to him exactly the kind of place where he would like to enroll his son someday.

"I don't think I will be the only parent who will listen to the pitch and say, 'That's for me,'" Kerrey said.

Google Play Books updated for Froyo and Gingerbread with new UI and 3D page-turn animations

Seems like today is a good day for updates. Google has now rolled out the latest version of Google Play Books to the Google Play Store and as noted in the change log, this will be a good release for anyone still using Froyo or Gingerbread as it adds a new UI and 3D page animation. Other changes in this update include In-book search when off-line, ability to add a home screen shortcut for a single book and now the screen will stay lit when using text-to-speech.
