CAR appeals for French help against rebels, Paris balks

BANGUI (Reuters) - The president of the Central African Republic appealed on Thursday for France and the United States to help push back rebels threatening his government and the capital, but Paris said its troops were only ready to protect French nationals.

The exchanges came as regional African leaders tried to broker a ceasefire deal and as rebels said they had temporarily halted their advance on Bangui, the capital, to allow talks to take place.

Insurgents on motorbikes and in pickup trucks have driven to within 75 km (47 miles) of Bangui after weeks of fighting, threatening to end President Francois Bozize's nearly 10-year-stint in charge of the turbulent, resource-rich country.

French nuclear energy group Areva mines the Bakouma uranium deposit in the CAR's south - France's biggest commercial interest in its former colony.

The rebel advance has highlighted the instability of a country that has remained poor since independence from Paris in 1960 despite rich deposits of uranium, gold and diamonds. Average income is barely over $2 a day.

Bozize on Thursday appealed for French and U.S. military support to stop the SELEKA rebel coalition, which has promised to overthrow him unless he implements a previous peace deal in full.

He told a crowd of anti-rebel protesters in the riverside capital that he had asked Paris and Washington to help move the rebels away from the capital to clear the way for peace talks which regional leaders say could be held soon in Libreville, Gabon.

"We are asking our cousins the French and the United States, which are major powers, to help us push back the rebels to their initial positions in a way that will permit talks in Libreville to resolve this crisis," Bozize said.

France has 250 soldiers in its landlocked former colony as part of a peacekeeping mission and Paris in the past has ousted or propped up governments - including by using air strikes to defend Bozize against rebels in 2006.

But French President Francois Hollande poured cold water on the latest request for help.

"If we have a presence, it's not to protect a regime, it's to protect our nationals and our interests and in no way to intervene in the internal business of a country, in this case the Central African Republic," Hollande said on the sidelines of a visit to a wholesale food market outside Paris.

"Those days are over," he said.

Some 1,200 French nationals live in the CAR, mostly in the capital, according to the French Foreign Ministry, where they typically work for mining firms or aid groups.

CEASEFIRE TALKS

The U.N. Security Council issued a statement saying its members "condemn the continued attacks on several towns perpetrated by the 'SELEKA' coalition of armed groups which gravely undermine the Libreville Comprehensive Peace Agreement and threaten the civilian population."

U.S. State Department spokesman Patrick Ventrell said the U.S. embassy had temporarily suspended operations and the U.S. ambassador and other embassy personnel had left the country.

Officials from around central Africa are due to meet in Bangui later on Thursday to open initial talks with the government and rebels.

A rebel spokesman said fighters had temporarily halted their advance to allow dialogue.

"We will not enter Bangui," Colonel Djouma Narkoyo, the rebel spokesman, told Reuters by telephone.

Previous rebel promises to stop advancing have been broken, and a diplomatic source said rebels had taken up positions around Bangui on Thursday, effectively surrounding it.

The atmosphere remained tense in the city the day after anti-rebel protests broke out, and residents were stocking up on food and water.

Government soldiers deployed at strategic sites and French troops reinforced security at the French embassy after protesters threw rocks at the building on Wednesday.

In Paris, the French Foreign Ministry said protecting foreigners and embassies was the responsibility of the CAR authorities.

"This message will once again be stressed to the CAR's charge d'affaires in Paris, who has been summoned this afternoon," a ministry spokesman said.

He also said France condemned the rebels for pursuing hostilities and urged all sides to commit to talks.

Bozize came to power in a 2003 rebellion that overthrew President Ange-Felix Patasse.

However, France is increasingly reluctant to directly intervene in conflicts in its former colonies. Since coming to power in May, Hollande has promised to end its shadowy relations with former colonies and put ties on a healthier footing.

A military source and an aid worker said the rebels had got as far as Damara, 75 km (47 miles) from Bangui, by late afternoon on Wednesday, having skirted Sibut, where some 150 Chadian soldiers had earlier been deployed to try and block a push south by a rebel coalition.

With a government that holds little sway outside the capital, some parts of the country have long endured the consequences of conflicts in troubled neighbors Chad, Sudan and the Democratic Republic of Congo spilling over.

The Central African Republic is one of a number of nations in the region where U.S. Special Forces are helping local forces try to track down the Lords Resistance Army, a rebel group responsible for killing thousands of civilians across four African nations.

Ouya developer kits are shipping, $99 Android game console ...

The makers of the Ouya video game console have started shipping developer kits to folks who paid $699 or more during the team?s successful Kickstarter campaign. The company plans to start shipping Ouya units to customers early in 2013, with the video game console selling for about $99 plus shipping.

ouya

SlashGear reports the first units should begin arriving this week.

The Ouya game console is a small box with an NVIDIA Tegra 3 quad-core processor, 1GB of RAM, 8GB of storage, WiFi, Bluetooth, a USB 2.0 ports, Ethernet, and HDMI ports.

It runs Google Android software, but it?s not a phone or a tablet. Instead the Ouya console is designed to be plugged into your television so you can play games on the big screen. It also includes a wireless game controller, a game store, and more.

The developer consoles come with two controllers ? but their main appeal is that they?re shipping a few months ahead of the final units, which should give game developers (or serious enthusiasts) a chance to try out the device before it?s available to the general public, and adapt games to run on the platform.

While there?s no shortage of video game consoles for the living room, the developers of the Ouya project want to lower the barriers to entry for independent game developers. Basically, if you can create a game that runs on Android, it can run on Ouya ? you don?t need to go through the hassle of signing with a game publisher, packaging the title on a disc and distributing it to game stores.

On the other hand, the Ouya is expected to ship to regular customers in early 2013 with hardware that was state of the art in early 2012. While you can still write some pretty nifty games for the Tegra 3 processor, Samsung and Qualcomm are already offering mobile processors with significantly more graphics power, and NVIDIA is expected to launch a Tegra 4 chip soon.

Will the Ouya feel dated by the time it finally arrives? Then again? with a $99 price tag, does it really matter?

Health care tax hikes for 2013 may be just a start

WASHINGTON (AP) -- New taxes are coming Jan. 1 to help finance President Barack Obama's health care overhaul. Most people may not notice. But they will pay attention if Congress decides to start taxing employer-sponsored health insurance, one of the options in play if lawmakers can ever agree on a budget deal to reduce federal deficits.

The tax hikes already on the books, taking effect in 2013, fall mainly on people who make lots of money and on the health care industry. But about half of Americans benefit from the tax-free status of employer health insurance. Workers pay no income or payroll taxes on what their employer contributes for health insurance, and in most cases on their own share of premiums as well.

It's the single biggest tax break allowed by the government, outstripping the mortgage interest deduction, the deduction for charitable giving and other better-known benefits. If the value of job-based health insurance were taxed like regular income, it would raise nearly $150 billion in revenue in 2013, according to congressional estimates. By comparison, wiping away the mortgage interest deduction would bring in only about $90 billion.

"If you are looking to raise revenue to pay for tax reform, that is the biggest pot of money of all," said Martin Sullivan, chief economist with Tax Analysts, a nonpartisan publisher of tax information.

It's hard to see how lawmakers can avoid touching health insurance if they want to eliminate loopholes and curtail deductions so as to raise revenue and lower tax rates. Congress probably wouldn't do away with the health care tax break, but limit it in some form. Such limits could be keyed to the cost of a particular health insurance plan, the income level of taxpayers, or a combination.

Many economists think some kind of limit would be a good thing, because it would force consumers to watch costs, and that could help keep health care spending in check. Obama's health law took a tentative step toward limits by imposing a tax on high-value health insurance plans. But that doesn't start until 2018.

Next spring will be three years since Congress passed the health care overhaul, but because of a long phase-in, many of the taxes to finance the plan are only now coming into effect. Medicare spending cuts that help pay for covering the uninsured have started to take effect, but they also are staggered. The law's main benefit, coverage for 30 million uninsured people, will take a little longer. It doesn't start until Jan. 1, 2014.

The biggest tax hike from the health care law has a bit of mystery to it. The legislation calls it a "Medicare contribution," but none of the revenue will go to the Medicare trust fund. Instead, it's funneled into the government's general fund, which does pay the lion's share of Medicare outpatient and prescription costs, but also covers most other things the government does.

The new tax is a 3.8 percent levy on investment income that applies to individuals making more than $200,000 or married couples above $250,000. Projected to raise $123 billion from 2013-2019, it comes on top of other taxes on investment income. And while it does apply to profits from home sales, the vast majority of sellers will not have to worry since another law allows individuals to shield up to $250,000 in gains on their home from taxation. (Married couples can exclude up to $500,000 in home sale gains.)

Investors have already been taking steps to avoid the tax, selling assets this year before it takes effect. The impact of the investment tax will be compounded if Obama and Republicans can't stave off the automatic tax increases scheduled at the end of the year if there's no budget agreement.

High earners will face another new tax under the health care law Jan. 1. It's an additional Medicare payroll tax of 0.9 percent on wage income above $200,000 for an individual or $250,000 for couples. This one does go to the Medicare trust fund.

Donald Marron, director of the nonpartisan Tax Policy Center, calls the health care law tax increases medium-sized by historical standards. The center, a joint project of the Brookings Institution and the Urban Institute, provides in-depth analysis on tax issues.

They also foreshadow the current debate about raising taxes on people with high incomes. "These were an example of the president winning, and raising taxes on upper-income people," said Marron. "They are going to happen."

Other health care law tax increases taking effect Jan. 1:

? A 2.3 percent sales tax on medical devices used by hospitals and doctors. Industry is trying to delay or repeal the tax, saying it will lead to a loss of jobs. Several economists say manufacturers should be able to pass on most of the cost.

? A limit on the amount employees can contribute to tax-free flexible spending accounts for medical expenses. It's set at $2,500 for 2013, and indexed thereafter for inflation.

Mini TARDIS really is bigger on the inside, thanks to augmented reality (video)

TARDIS

Once in a while we'd come across some cool DIY projects inspired by Doctor Who, the world's longest-running sci-fi TV show, but nothing beats this little TARDIS that would actually make you gasp out the classic line: "It's bigger on the inside!" Greg Kumparak, a former writer of sister site TechCrunch, initially built nothing more than just a convincing model of the iconic blue police box (with a functioning light at the top) by hand, but soon afterwards he wanted to somehow give it an interior as well.

By utilizing the Blender 3D creation suite (which was a first for Kumparak), Unity 3D engine and Qualcomm's Vuforia AR SDK, the result is an Android app that renders the 3D interior atop the random wave-like pattern -- visible once the door's removed -- on the TARDIS in real time (no pun intended). Once you've seen the demo video after the break, you'd probably agree that Kumparak's only one sonic screwdriver away from becoming an honorary Time Lord. For more detail on how and why this project was put together, head over to Kumparak's blog post.

Google vs. Microsoft: Santa-trackers out of sync

5 hrs.

Not even Santa Claus can avoid getting drawn into the tech clash between Google and Microsoft: The two companies have set up separate online systems to track where the Jolly Old Elf has been on Christmas Eve?? but they show him simultaneously at widely separated locations, delivering presents at a dramatically different rate.

On the official "NORAD Tracks Santa" website, powered this year by Microsoft, Santa Claus was in Rome, well past the 3-billion-present mark in his holiday rounds. At the same time, Google's Santa Tracker showed him buzzing through Agadez in the African country of Niger, not quite up to the 1-billion-present mark.

They can't both be right. Can they? Here's the word from Search?Engine?Land's Danny Sullivan, who has been tracking the discrepancy in this year's?Santa-tracking software:

"NORAD explains that it uses everything from radar to jets to track Santa. Google doesn?t explain its technology, but I suspect it tries to triangulate Santa using his cell phone signal or use of wifi hotspots.

"As for why NORAD shows Father Christmas delivering three?times the number of gifts that Google is listing, perhaps NORAD?s radars can better pinpoint presents while Google might be doing estimating.?Meanwhile? both services sometimes show presents being delivered over oceans! And why is NORAD showing Santa arriving in some places at 9pm rather than midnight, as has been the case in the past?"

Maybe this is just the sort of thing that happens when you switch software: NORAD (also known as the North American Aerospace Defense Command) has been monitoring Santa's flight as a public service since 1955, and five years ago, it teamed up with Google to keep up with the crush of Web traffic. This year, however, the NORAD Santa operation parted ways with Google and partnered with Microsoft instead.

Google stayed in the Santa game by setting up its own tracking system for "Santa's Dashboard" and Google Maps?? a system that doesn't make use of NORAD's tracking data.

Today, Canadian Maj. Gen. Andre Viens, a spokesman for NORAD, declined to intervene in the Santa-tracking war.

"It's not affecting our tracking," Viens told MSNBC. "We're not in competition with anyone. Our role, and we've been doing that for more than?50 years, is to track Santa and make sure that he has a safe and secure journey throughout the world, and throughout North America in particular."

TODAY:?Follow Santa's Christmas Eve flight

PhotoBlog: Inside NORAD's command center

Maybe it shouldn't be surprising to find?that it's so difficult to get a firm fix on Santa's position, considering how many presents he has to deliver in so little time. Some experts have speculated that the only way Santa could ?deliver gifts (or lumps of coal) to billions of homes in the course of just a few hours would be if he somehow harnessed quantum teleportation. And once you accept that, it's not that big of a leap to detect Santa in two places at once.

Alan Boyle is the science editor for NBC News Digital, and has been tracking NORAD's Santa tracker since 1998.?Boyle's usual online?hangout is over at Cosmic Log.

Sudan's Bashir to give speech, after surgery last month

KHARTOUM (Reuters) - Sudan's President Omar Hassan al-Bashir will address the nation and open a major dam on Sudan's national holiday next week, in one of his first major public appearances since undergoing surgery last month, state news agency SUNA said on Sunday.

Sudanese blogs and newspapers had been speculating about Bashir's health because he has cut down public rallies in the past few months.

The 68-year-old leader, who seized power in 1989, went to Saudi Arabia in November for what officials described as a "minor surgery". He also underwent surgery on his vocal cords in Qatar in August.

Bashir will travel to Blue Nile state capital El Damazin for Sudan's independence day on January 1 to open a major dam and give a "speech to the Sudanese nation", SUNA said.

Bashir, who is wanted by the International Criminal Court for alleged war crimes in the Darfur region, gave a speech broadcast on television after his operation in Saudi Arabia but has otherwise been less present in public recently.

The veteran leader is known for his fiery speeches and for dancing and waving his walking stick at public events.

Over a 23-year span in power, Bashir has weathered armed rebellions, years of U.S. trade sanctions, an arrest warrant from the International Criminal Court, waves of student protests and the secession of oil-producing South Sudan last year.

Nefertiti, a spider that traveled 42 million miles through space before returning to Earth in October, died after being sent to the Smithsonian's National Museum of Natural History in Washington, D.C.

The experiment was designed to determine if a spider dependent on gravity for catching its meals would be able to adapt and eat in micro gravity.

RECOMMENDED: Are you scientifically literate? Take the quiz

According to the Boulder Daily Camera , the spider was able to hunt down fruit flies in her sealed space environment on the International Space Station. The spider managed to survive despite a miscalculation on the amount of food needed for the mission.

The Johnson jumping spider (species Phidippus johnsoni). arrived at the Smithsonian's Insect Zoo this past Thursday. By, Monday it had expired.

The Boulder Daily Camera reported:

"Neffi, of a species that typically enjoys a lifespan of about one year, was 10 months old. Monday's passing of the so-called "spidernaut," according to the Smithsonian, was due to natural causes. However, the Smithsonian conceded that no necropsy was performed on the deceased arachnid.

The experiment that made Neffi famous was conceived as part of the NASA-sponsored YouTube Space Lab contest in which two student-proposed studies were selected from thousands submitted worldwide by video. Amr Mohamed, 18, of Egypt, suggested examining whether a spider normally dependent on gravity for catching its meals would be able to adapt, and eat, in a micro-gravity environment."

According to NASA, Mohamed's project was designed to look at whether jumping spiders, like the zebra and red-backed species, can adapt their hunting abilities to microgravity. Jumping spiders do not build webs for catching their food. These particular spiders hunt using their excellent vision to track and stalk prey, jumping and striking with a lethal bite -- similar to cats hunting mice.
?

?"I have always been fascinated by science because with a handful of equations, I can explain the world around me," said Mohamed in his Meet the Winner YouTube video. "The idea of sending an experiment to space is the most exciting thing that I have ever heard in my life."

Eventually, Mohamed's experiment was designed by Colorado University. It demonstrated that a spider was able to hunt down fruit flies in her sealed space environment on the International Space Station just fine -- until her food supply ran out, explained Stefanie Countryman, the projects manager for K-12 Educational Projects at CU's BioServe Space Technologies.

Egypt's disputed charter headed toward approval

CAIRO (AP) ? Egypt's Islamist-backed constitution headed toward likely approval in a final round of voting on Saturday, but the deep divisions it has opened up threaten to fuel continued turmoil.

Passage is a victory for Islamist President Mohammed Morsi, but a costly one. The bruising battle over the past month stripped away hope that the long-awaited constitution would bring a national consensus on the path Egypt will take after shedding its autocratic ruler Hosni Mubarak nearly two years ago.

Instead, Morsi disillusioned many non-Islamists who had once backed him and has become more reliant on his core support in the Muslim Brotherhood and other Islamists. Hard-liners in his camp are determined to implement provisions for stricter rule by Islamic law in the charter, which is likely to futher fuel divisions.

His liberal and secular opposition, in turn, faces the task of trying to organize the significant portion of the population angered by what they see as attempts by Morsi and the Brotherhood to gain a lock on political power. The main opposition group, the National Salvation Front, said it would now start rallying for elections for the next lawmaking, lower house of parliament, expected early next year.

"We feel more empowered because of the referendum. We proved that at least we are half of society (that) doesn't approve of all this. We will build on it," the Front's spokesman, Khaled Daoud, said. Still, he said, there was "no appetite" at the moment for further street protests.

Saturday's voting in 17 of Egypt's 27 provinces was the second and final round of the referendum. Though the constitution is widely expected to pass, the key questions will be over turnout and the margin of victory. Preliminary results from the first round a week ago showed only 32 percent turnout and a relatively low edge of 56 percent for the "yes" vote. Preliminary results from the second round are expected to emerge by early Sunday.

The new constitution would come into effect once official results are announced, expected in several days.

In a sign of disarray in Morsi's administration, his vice president and ? possibly ? the central bank governor resigned during Saturday's voting. Vice President Mahmoud Mekki's resignation had been expected since his post is eliminated under the new constitution. But its hasty submission even before the charter has been sealed and his own resignation statement suggested it was linked to Morsi's policies.

"I have realized a while ago that the nature of politics don't suit my professional background as a judge," his resignation letter, read on state TV, said. Mekki said he had first submitted his resignation last month but events forced him to stay on.

The status of Central Bank Governor Farouq el-Oqdah was murkier. State TV first reported his resignation, then soon after reported the Cabinet denied he has stepped down in a possible sing of confusion. El-Oqdah, in his post since 2003, has reportedly been seeking to step down but in recent weeks the administration was trying to convince him to stay on. The government is eager to show some stability in the economy as the Egyptian pound has been sliding and a much-needed $4.8 billion loan from the IMF has been postponed.

Over the past month, seven of Morsi's 17 top advisers and the one Christian among his top four aides resigned. Like Mekki, they said they had never been consulted in advance on any of the president's moves, including his Nov. 22 decrees, since rescinded, that granted himself near absolute powers.

Those decrees sparked large street protests by hundreds of thousands around the country, bringing counter-rallies by Islamists. The turmoil was further fueled with a Constituent Assembly almost entirely made up of Islamists finalized the constitution draft in the dead of night amid a boycott by liberals and Christians. Rallies turned violent. Brotherhood offices were attacked, and Islamists attacked an opposition sit-in outside the presidential palace in Cairo leading to clashes that left 10 dead.

The turmoil opened up a vein of bitterness that the polarizing constitution will do little to close. Morsi opponents accused him of seeking to create a new Mubarak-style autocracy. The Brotherhood accused his rivals of being former Mubarak officials trying to topple an elected president and return to power. Islamists branded opponents "infidels" and vowed they will never accept anything but "God's law" in Egypt.

Both rounds of voting saw claims by the opposition and rights groups of voting violations. On Saturday they said violations ranged from polling stations opening late to Islamists seeking to influence voters to say "yes." The official MENA news agency said at least two judges have been removed for coercing voters to cast "yes" ballots.

The opposition's talk of now taking the contest to the parliament elections represented a shift in the conflict ? an implicit gamble that the opposition can try to compete under rules that the Islamists have set. The Brotherhood's electoral machine has been one of its strongest tools since Mubarak's fall, while liberal and secular parties have been divided and failed to create a grassroots network.

In the first post-Mubarak parliament elections last winter, the Brotherhood and ultraconservative Salafis won more than 70 percent of seats in the lower chamber, which was later dissolved by a court order. The opposition is now betting it can do better with the anger over Morsi's performance so far.

The schism in a country that has for decades seen its institutions function behind a facade of stability was on display in Saturday's lines of voters.

In the village of Ikhsas in the Giza countryside south of Cairo, an elderly man who voted "no" screamed in the polling station that the charter is "a Brotherhood constitution."

"We want a constitution in the interest of Egypt. We want a constitution that serves everyone, not just the Brotherhood. They can't keep fooling the people," Ali Hassan, a 68-year-old wearing traditional robes, said.

But others were drawn by the hope that a constitution would finally bring some stability after nearly two years of tumultuous transitional politics. There appeared to be a broad economic split, with many of the middle and upper classes rejecting the charter and the poor voting "yes" ? though the division was not always clear-cut.

In Ikhsas, Hassan Kamel, a 49-year-old day worker, said "We the poor will pay the price" of a no vote.

He dismissed the opposition leadership as elite and out of touch. "Show me an office for any of those parties that say no here in Ikhsas or south of Cairo. They are not connecting with people."

In the industrial working class district of Shubra El-Kheima just north of Cairo, women argued while waiting in line over the draft charter.

Samira Saad, a 55 year old housewife, said she wanted her five boys to find jobs.

"We want to get on with things and we want things to be better," she said.

Nahed Nessim, a Christian, questioned the integrity of the process. "There is a lot of corruption. My vote won't count." She was taken to task by Muslim women wearing the niqab, which blankets the entire body and leaves only the eyes visible and is worn by ultraconservative women.

"We have a president who fears God and memorizes His words. Why are we not giving him a chance until he stands on his feet?" said one of the women, Faiza Mehana, 48.

The promise of stability even drew one Christian woman in Fayoum, southwest of Cairo, to vote "yes" ? a break with most Christians nationwide who oppose the draft. Hanaa Zaki said she wanted an end to Egypt's deepening economic woes.

"I have a son who didn't get paid for the past six months. We have been in this crisis for so long and we are fed up," said Zaki, waiting in line along with bearded Muslim men and Muslim women wearing headscarves in Fayoum, a province that is home to both a large Christian community and a strong Islamist movement.

The scene In Giza's upscale Mohandiseen neighborhood was starkly different.

A group of 12 women speaking to each other in a mix of French, Arabic and English said they were all voting "no."

"It's not about Christian versus Muslim, it is Muslim Brotherhood versus everyone else," said one of them, Shahira Sadeq, a Christian physician.

Kamla el-Tantawi, 65, said she was voted "against what I'm seeing" ? and she gestured at a woman nearby wearing the niqab.

"I lose sleep thinking about my grandchildren and their future. They never saw the beautiful Egypt we did," she said, harkening back to a time decades ago when few women even wore headscarves covering their hair, much less the black niqab.

Many voters were under no illusions the turmoil would end.

"I don't trust the Brotherhood anymore and I don't trust the opposition either. We are forgotten, the most miserable and the first to suffer," said Azouz Ayesh, sitting with his neighbors as their cattle grazed in a nearby field in the Fayoum countryside.

He said a "yes" would bring stability and a "no" would mean no stability. But, he added, "I will vote against this constitution."

Lightbank Aims To Change The VC Game As It Expands Its Investements Beyond Chicago

lightbankThere's a lot of talk about disruption in the venture capital world. We've?discussed?at length the shift that many VCs are making from simply writing a check to serving as a hands-on, end-to-end service driven by seasoned operators and former founders. Chicago-based Lightbank, the VC firm started by Groupon seed investors Eric Lefkofsky and Brad Keywell, have a similar approach but with one major difference: the firm's fund, which is around $200 million, is composed of mainly Keywell and Lefkofsky's personal money, not that of LPs (NEA has put a small amount in the firm, but is not considered an L.P.).

Remembering Ramanujan: India Celebrates Its Famous Mathematical Son

India, home of the number zero, ends a yearlong math party in unique fashion

PORTRAIT OF A GENIUS: Srinivasa Ramanujan, Indian mathematician, was born December 22, 2012. Image: Konrad Jacobs, Oberwolfach Photo Collection

December 22, 2012, marks the 125th anniversary of the birth of legendary Indian mathematician Srinivasa Ramanujan. An intuitive mathematical genius, Ramanujan's discoveries have influenced several areas of mathematics, but he is probably most famous for his contributions to number theory and infinite series, among them fascinating formulas ( pdf ) that can be used to calculate digits of pi in unusual ways.

Last December Prime Minister Manmohan Singh declared 2012 to be a National Mathematics Year in India in honor of Ramanujan's quasiquicentennial. Ramanujan's story is dramatic and somewhat larger than life. It is even the subject of an opera by Indian-German composer Sandeep Bhagwati, a novel and two plays . Largely self-taught, he dropped out of college, took a job as a clerk in Madras and attracted the attention of British mathematician G. H. Hardy through written correspondence in 1913. Although Ramanujan's mother believed that as a Brahmin (the highest class in the Indian caste system, which was in place at the time) he should not travel overseas, Ramanujan, aged 27, went to England in 1914 and spent the ensuing war years working with Hardy and other mathematicians? at the University of Cambridge. He grew quite ill in England, and in 1919 he returned to India where he died in 1920. Since his death at age 32 mathematicians have analyzed his notebooks ( pdf ), which are full of formulas but light on justification. Most of the formulas have turned out to be correct, and researchers continue to learn from his work while trying to understand and prove them.

India's mathematical heritage extends far beyond Ramanujan's time. The nation is considered home of the concept of zero. Babylonians had used a space as a placeholder (similar to the role of "0" in the number 101), but this space could not stand alone or at the end of a number. (In our number system, as in theirs, this could be problematic; imagine trying to tell the difference between the numbers 1 and 10 by context alone.) In India, however, zero was treated as a number like any other. India is also the home of our decimal numeral system.

Indian government and mathematical societies pursued several projects to celebrate their year of mathematics, from enrichment programs for students and teachers to the "Mathematical Panorama Lectures" that occurred around the country. This series of 20 short lecture courses, which will continue into 2013, brings prominent mathematicians from different fields to Indian universities to deliver five or six lectures. M. S. Raghunathan, president of the Ramanujan Mathematical Society and chair of the organizing committee for the National Mathematics Year, wrote in an e-mail that he hopes the lectures will facilitate an infusion of Indian talent into fields that lack it right now.

Indeed, a primary purpose of the year of mathematics is to reinvigorate mathematical education in India. In his speech announcing the event, Prime Minister Singh said that although India has produced many distinguished mathematicians, "for a country of our size, the number of competent mathematicians that we have is badly inadequate." He mentioned concerns about the rigidity of India?s academic system, which some believe might squelch rather than nurture mathematical curiosity and achievement. "A genius like Ramanujan would shine bright even in the most adverse of circumstances, but we should be geared to encourage and nurture good talent which may not be of the same caliber as that of Ramanujan," he said. Singh also mentioned the need to prevent attrition of mathematically interested people. "There is a general perception in our society that the pursuit of mathematics does not lead to attractive career opportunities," he said. "This perception must change." Lectures for undergraduates, camps for motivated youngsters and educational programs designed to acquaint teachers with new topics and pedagogical ideas have all been part of the attempt to nurture mathematical interest at all levels.

Two longer-term projects begun this year could help as well: a documentary on the history of Indian mathematics and a mathematics museum in Chennai. Raghunathan hopes that the documentary will be available in 2014 and the museum will open its doors in 2015.

This yearlong fete is culminating in "The Legacy of Srinivasa Ramanujan," a conference at the University of Delhi from December 17 to 22. Included are technical lectures on mathematics influenced by Ramanujan's work, public presentations on Ramanujan's notebooks, dance performances and a film about Ramanujan's life. The annual SASTRA Ramanujan Prize, which recognizes a mathematician age 32 or younger who works in a field influenced by Ramanujan, will be awarded as well. The awardee this year is Zhiwei Yun of Stanford University, whose work lies at the intersection of geometric representation theory, algebraic geometry and number theory.

Peacekeeper shoots dead three comrades, self in Sudan

KHARTOUM (Reuters) - An international peacekeeper killed three other peacekeepers before killing himself in the Darfur region of Sudan, the U.N.-led international peacekeeping force (UNAMID) said on Friday.

The shooting happened at a UNAMID site in Mukjar in West Darfur on Thursday, UNAMID spokeswoman Aicha Elbasri said, adding that the gunman had shot himself and another comrade had been wounded.

The African Union-United Nations force initially had said the peacekeeper killed four comrades. "The mission is currently investigating the circumstances surrounding the incident," Elbasri said, declining further comment.

Despite the presence of the world's largest peacekeeping mission, fighting between Sudan's armed forces and rebels has continued, alongside banditry and tribal clashes, since the conflict erupted in 2003.

In a separate statement, UNAMID said it was investigating whether the Sudanese air force had bombed this week two areas in North Darfur as reported by local sources.

It sent a patrol to Shangil Tobaya to verify reported bombings but had been denied access by the Sudanese army, UNAMID said, adding that civilians had fled the area.

"The Mission...warns that continued fighting could lead to a catastrophic humanitarian situation for the displaced civilians in North Darfur," it said.

The International Criminal Court has issued arrest warrants for President Omar Hassan al-Bashir and other officials for masterminding war crimes in Darfur. They deny the charges and refuse to recognise the court.

What is the different between Gore's human resource management ...

People involves in any organization as human resource. No matter of the bigness of the firm, its abilities and performance is depends on its people. In 2000, Gibbs emphasized human resources as the most valuable and unique assets for any organization. Human resource management is the management of people within an organization. The aim of human resource management is to maximize the prolificacy of an organization by optimizing the effectiveness of its employees. As Edward L. Gubman observed in the Journal of Business Strategy, ?the basic mission of human resources will always be to acquire, develop, and retain talent; align the workforce with the business; and be an excellent contributor to the business. Those three challenges will never change.? It is impossible that a business can be successful without managing human resource effectively. Michael Armstrong articulated his book ?A Handbook of Human Resource Management? that a successful business is most likely to be achieved if the personnel policies and procedures of the enterprise are closely linked with, and make a major contribution to, the achievement of corporate objectives and strategic plans. In the past few decades, many human resource management studies and researches had done by the professional, they were trying to develop a new school of human resource management to manage human resource more effective and efficient to achieve higher organizational performance. W. L. Gore & Associates (Gore) is a global organization with a history of more than 50 years. According to Steward and Brown (2009), Gore is benefited from their taking a job design strategy to replace formal planning and role assignment with a process in which roles are evolved. The strategy is successful because it fits with the overall strategy of differentiation through innovation. In doing so, Gore hires creative employees and then facilitating them to use their unique talents by encouraging new ideas from them.

What is the different between Gore?s human resource management and traditional human resource management?

Gore?s human resource management has used the strategic human resource management instead of traditional human resource management, it emphasized the human resource management integrated into the business strategy and improving the productivity of employees to make the business success. It can avoid some typical problems of the traditional human resource management.

Human resource management is the administrative actions related to the issues related to human resource. Human resource management generally focuses on the functional activities like planning, staffing, training, appraisal, orientation and communication. Human resource management also focuses on supervision, monitoring, employee motivation, compensation and skills management. Those approaches aimed to improve employee performance, ensure employees compliance?to the procedures and achieve the goals of the organization. Unfortunately, the employees always complain that the traditional activities of human resource management is inflexible, not emphasizing to achieve the organizational goal, different form the employees expectations, lack of responsiveness and lack of line management experience.

?

The reason of the employees complains on the traditional human resource management activities are the business world keeps changing but the organizations are still using the old method to manage their human resource.? The world has changed, the demographic has changed, the living standard increased, the educational level enhanced, it is impossible to use the traditional management to manage the modern reality. Therefore, a new school of human resource management has been developed in the last two decade, named ?Strategic Human Resource Management?.

Strategic human resource management is about the integration of human resource management strategies with the organization strategic goals and objectives.

Outsourcing to the Cloud | onthenetOffice Official Blog

Some people have an understandably negative reaction towards the word ?outsourcing.? Basically, the phrase means to contract out a business process to a separate company or freelancers. The reaction to ?outsourcing? would probably be more neutral if the meanings associated with the word ended there. However, a fair amount of people associate the practice of contracting out business processes with less-than-desirable quality, questionable labor conditions, and domestic unemployment. For this reason, businesses may be concerned about the public relations consequences of outsourcing their IT. In addition, on-staff personnel may be afraid of losing their jobs to an external hosting provider. Outsourcing does not have to involve sacrificing quality, ethics, or valued colleagues when a business signs up with an experienced and top-of-the-line cloud hosting provider, however.

Contracted-out IT shares with other forms of outsourcing its ability to save costs. With outsourced IT, businesses no longer have to deal with the expenses of purchasing and maintaining advanced on-site hardware. Instead of servers, storage devices, and workstations, companies only need thin clients, refurbished PCs, a permissive BYOD (Bring Your Own Device) policy, and basic networking equipment. Businesses save thousands of dollars in physical hardware investments alone as a result. In addition, companies no longer require on-site IT personnel. Of course, in the end they pay less in total to the hosting provider than it would have cost them to build and maintain their own IT infrastructure themselves. For their part, external hosting companies cost more to operate than a single IT department, but their economies of scale and multiple customers let them host at a much lower per-infrastructure cost.

Meanwhile, outsourced cloud IT actually improves the quality of an IT infrastructure, in contrast with other forms of outsourcing that sacrifice quality for lower costs. Hosting providers? superiority results from their larger amount of personnel and resources. These companies can afford to hire better qualified staff with more varied and valuable skills and equip them with the best monitoring and automation tools. On-site IT personnel aren?t less qualified than off-site engineers and technicians, of course?the former simply have less hardware and software resources and fewer coworkers to assist them.

More importantly perhaps than improvements in cost-efficiency and quality, outsourcing IT infrastructures lets businesses? managers and employees focus on their own work. Too often in the workplace, an employee with technical knowledge has to do double-duty as an in-house IT specialist, troubleshooting and repairing PCs and managing on-site hardware. Infrastructure management and technical support services come packaged with the cloud-based solutions of many hosting providers, however. Not only does this allow managers and employees to focus on their primary tasks, it also lets on-site IT personnel set their sights on more ambitious or valuable projects instead of merely maintaining and supporting the existing infrastructure.

Businesses looking for the ultimate in IT peace of mind, however, should select onthenetOffice. With onthenetOffice, they get an all-in-one, fully managed and supported IT infrastructure. The solution comes with all the IT components and services a business needs and none of the usual worries:

Christmas Home Tour - Our Family Room | A Blissful Nest

I thought it would be fun to take a tour of our family room and show you parts of my happy place. With all the craziness going on in the world right now I am nesting more than ever with my little family and truly feeling truly blessed for them. So with that . . .

Welcome to my home ? Christmas Edition!

This is the room we live in most so it is definitely the most decorated room in the house and why I am sharing this first for our Christmas Home Tour. The focal point of the room is our fireplace. We did not have a fireplace back in California so I feel spoiled having THE perfect spot to display some of my favorite pieces.

I have my prized Pottery Barn sea fan shadow box art as the main anchor to the top of the mantel and my white flower vases flanking either side.

I just filled these with some berries that match the mesh and berrie garland I draped along the front of the mantel.

This year a client had asked me to create her a reindeer art print with the sentiment ?Believe?. I loved it so much that I made one for myself too!

And at the bottom of this post you too can have this print! A little Christmas present from me to you my sweet friends.

I went a little crazy with ribbon this year thanks to Hobby Lobby! I wrapped, tied and added a bow to anything that I could! Touches of my favorite (low maintenance greenery!) were my touches of green ? boxwood and moss.

And a special little man has graced my mantel!

Since we are building fires we need to have wood piled up and ready to use. So I decided to wrap them up! I used wrapping paper from the $1 bins at Target and tossed in my moss wreaths from our Christmas Wish Party decorations.

A stacked pile of old soda crates on the other side of the fireplace, is a nice drink table for our chair nearby.

I hold this little bookcase very near and dear. My husband made it with his grandfather as a birthday gift for me many years ago. I put my favorite trinkets on it including coral from trips to Hawaii, black earthen ware from our honeymoon to Portugal, favorite photos and design books.

Of course I Christmas-fied the top!

Lastly our writing desk got dressed up with a little mesh, berries and Christmas balls.

Have fun this holiday season and enjoy EVERY moment with your family!

Here is a sweet little present to download to place in your home: ?

Fate of massacre site can help healing

AURORA, Colo. (AP) ? As Newtown, Conn., grieves the deadly mass shooting at Sandy Hook Elementary School, victims' families and residents will eventually have to decide what to do with the building and how to memorialize the fallen.

Will they decide to demolish the school where authorities say Adam Lanza killed 20 children and six adults before killing himself? Or just the parts where he opened fire? Will there be a memorial on school grounds, or in town? Or both?

Whatever they choose, it will give them a measure of control over a situation in which they have had very little, said Dr. Louis Kraus, chief of child and adolescent psychiatry at Rush University Medical Center in Chicago.

"To be able to have some control and say in that process I think is going to be very important" to the healing process, he said.

Here's a look at what communities that have faced deadly mass shootings have done:

? After a white supremacist opened fire in a Sikh temple in Oak Creek, Wis., in August, killing six people and injuring four, temple officials held a purifying ceremony and removed bloodstained carpeting, repaired shattered windows and painted over gunfire-scarred walls.

But they left one reminder of the violence ? a dime-size bullet hole in the door jamb leading to the prayer room. The hole is now marked with a small gold plate engraved with "We Are One. 8-5-12."

"It frames the wound," Pardeep Kaleka, son of former temple president Satwant Singh Kaleka, who died in the massacre, said recently. "The wound of our community, the wound of our family, the wound of our society."

? After a gunman killed 12 people at a midnight showing of the Batman movie in Aurora, Colo., more than 70 percent of the 6,300 people who responded to an online survey wanted the theater reopened.

A memorial that sprang up near the theater is gone but a new sign offers sympathy to those suffering from the nation's latest mass shooting ?"Newtown, CT We feel your pain."

? In Norway, extensive remodeling is planned on the small island of Utoya, where 69 people, more than half of them teenagers attending summer camp, were killed by a far-right gunman in 2011.

Utoya's main building, a cafeteria where 13 of the victims were shot to death, will be torn down and replaced by a cluster of new buildings surrounding a square, creating the feel of a "small village," project manager Joergen Frydnes said.

The idea is to bring back the positive atmosphere that characterized Utoya before the tragedy, he said. There was no summer camp this year and it's unclear when the left-wing youth group will be back at Utoya for what used to be its annual highlight.

Frydnes said it will happen, eventually.

? At Virginia Tech, the scene of the worst mass shooting in modern U.S. history, a classroom building where a student gunman killed 30 people in April 2007 is now home to the Center for Peace Studies and Violence Prevention.

A dormitory where the two other students were killed has been turned into a residential college. The gunman killed himself.

As at many other scenes of mass shootings, a memorial was created on the campus' main lawn recreating the 32 stones ? one for each person killed ? placed there in the hours after tragedy.

? In Pennsylvania, an Amish community quickly decided that removing a schoolhouse where five girls were killed and five others were wounded in October 2006 by a gunman would be the best way to help bring resolution, mainly out of sensitivity to their children.

Ten days after the shooting, heavy machinery moved in before dawn to demolish the West Nickel Mines Amish School, making the site indistinguishable from the surrounding pasture.

New Hope Amish School, its replacement with added security features, was built a few hundred yards away and opened April 2, 2007 ? six months to the day after the massacre.

? After a man killed 16 children and a teacher at a primary school gymnasium in Dunblane, Scotland, before turning the gun on himself, authorities demolished the gym.

The site of the gym is now a small garden that includes a plaque with the names of all the victims, most of whom were aged 5. A new gym was built on the school grounds.

Two miles from the school, on the outskirts of the town, is a community center built after a vote on how to spend the money donated from well-wishers around the world.

On the night of the Newtown shooting, some people came to the center and lit candles, said Stewart Prodger, a trustee of the charity that runs the center.

? After two students went on a deadly rampage at Columbine High School in Littleton, Colo., in April 1999, students finished the year at another school. Columbine reopened in time for the following school year after extensive repairs.

"The intent of the school district is to put this back as a high school," Jack Swanzy, lead architect on the refurbishing project, said at the time. "We don't want to make it a shrine to the tragedy."

School district officials originally considered remodeling and reopening the second-floor library, where most of the students were killed, but parents objected and asked that it be demolished and replaced.

The district eventually agreed and the old library, which sat above the school cafeteria, was removed and the space converted into an atrium.

A memorial to those killed ? 12 students and a teacher ? opened years later on a hill above the school. The broad oval sunken into the rolling terrain still attracts people.

On Friday, after the Newtown shooting, Amber Essman, 24, made her first visit. She was in grade school at the time of the shooting and had been hesitant to visit before because of the emotions it would bring up.

She wanted to pay belated respects to those killed at Columbine and provide some comfort to their families. "They need comfort and peace today in addition to the families in Connecticut that have been affected," she said.
